A new paper on "Encouraged to Cheat? Federal Incentives and Career Concerns at the Sub-National Level as Determinants of Under-Reporting of COVID-19 Mortality in Russia" written by Alexander Libman jointly with Nikita Zakharov, Vladimir Kozlov and Dmitrii Kofanov was accepted for publication in British Journal of Political Science. The paper investigates how political factors and incentives influenced the under-reporting of COVID-19 mortality in Russia prior to the 2020 referendum and the consequences of this under-reporting for political and social development.
