Victor Rudakov earned his MA and Candidate of Sciences degrees in Economics from HSE University, Moscow. From 2011 to 2017, he worked as a Junior Research Fellow and Research Fellow at Laboratory for Labour market studies at HSE University, Moscow. From 2017 to 2022 he worked as a Senior Research Fellow and Deputy Head at the Centre for Institutional Studies and Assistant Professor at Faculty of Economic Sciences of HSE University. Victor also served as a consultant for the projects of the World Bank in 2021-2022. From 2022 to 2023, he worked as a Research Fellow at the Centre for Research in Higher Education Policies (CIPES) of the University of Porto. In 2024 Victor joined Freie Universitat Berlin as a Research Fellow.

Main research interests of Victor Rudakov include economics of education, labour economics, higher education studies, political and institutional economics.
