Project
Project Title: Wartime Economy and Russia's Industrial Policy
Since the Crimea crisis in 2014, Russia has strengthened the construction of its domestic industrial chains and committed to building a "Russian fortress" with risk-resistance capabilities in key areas. In terms of policy design, the Russian government has successively issued documents such as the Federal Program for Import Substitution in Industrial Sectors, the Federal Program for the Development and Enhancement of Industrial Competitiveness, and the National Security Strategy of the Russian Federation. These documents clearly define the key areas and implementation phases for import substitution, which specifically include more than 20 sectors such as food processing, mechanical engineering, oil and gas equipment, pharmaceuticals, and the defense industry.
This research project examines the evolution of Russia's industrial policy in response to geopolitical conflicts and external economic pressures. Focusing on the period from 2014 to the present, the project aims to analyze how Russia has transformed its industrial policy framework—shifting from neoliberal approaches toward more interventionist strategies characterized by import substitution and industrial security considerations.
The research is critically relevant for understanding how nations adapt their industrial structures during periods of geopolitical tension. It contributes to broader discussions on industrial policy mainstreaming, the integration of politics and economics in contemporary statecraft, and the effectiveness of government intervention in ensuring industrial chain security. By analyzing Russia's policy adjustments and their economic outcomes, this study offers valuable insights for understanding similar processes in other geopolitical contexts.
