COMPARING OUT-MIGRATION FROM ARMENIA AND GEORGIA

The comparative ArGeMi project explores out-migration trends from Armenia and Georgia.  Based on primary data from extensive surveys during 2008-2010 in both countries and in Moscow (as the most relevant destination of labour migrants from the South Caucasus), the motifs, reasons, varieties, processes, results, potentials and perceptions of the migrations in questions were identified.

In order to find out whether or not and to which extent the results of these polls were influenced by the global crisis and the 2008 Russian-Georgian military conflict a renewal survey will be conducted during early 2012. It provides a considerate contribution to the research on migration under conditions of economic crisis. So far, there are two opposing views on this issue: Some scholars believe that international migration is highly dependent on economic fluctuations. Others share the opinion of migration as a rather autonomous phenomenon, in particular with regard to certain occupational segments (e.g. nursing, domestic and other services, agriculture), or to specific groups of migrants (e.g. highly skilled migrants). However, the lack of empirical research does not allow coherent conclusions. The renewal survey can help to clarify the point.

Badurashvili (Georgian Centre of Population Research, Tbilisi); Prof. Dr. G. I. Osadchaya and Prof. Dr. T. N. Yudina (Russian State Social University, Moscow).

Das ArGeMi-Projekt setzt sich zum Ziel, die Migration aus Armenien und Georgien verglei-chend zu analysieren. 2008 bis 2010 wurden umfangreiche Befragungen in beiden Ländern und in Moskau (als wichtigster Destination von Arbeitsmigranten aus dem Südkaukasus) durchgeführt, um Motive, Anlässe, Formen, Verläufe, Ergebnisse, Potenziale und Wahrnehmungen der jeweiligen Migrationen zu erfassen.

Um herauszufinden, ob und in welchem Umfang die Ergebnisse dieser Umfragen von der globalen Krise und dem  russisch-georgischen Militärkonflikt (2008) beeinflusst wurden, soll eine weitere Umfrage im Frühjahr 2012 durchgeführt werden. Diese wird einen relevanten Beitrag zur Forschung internationaler Migration unter den Bedingungen von Wirtschaftskrisen darstellen. Bisher gibt es gegensätzliche Ansichten zu diesem Thema: Während manche Wissenschaftler glauben, dass internationale Migration in hohem Maße von konjunkturellen Schwankungen betroffen wird, vertreten andere die Auffassung, dass Migration ein relativ autonomes Phänomen darstellt, insbesondere im Hinblick auf bestimmte Berufsfelder (z.B. im Pflegebereich, bei der Haushaltshilfe und andere Dienstleistungen; in der Landwirtschaft) oder bei bestimmten Migrantengruppen (z. B. hoch Qualifizierte). Allerdings erlaubte der Mangel an empirischer Forschung bisher keine kohärenten Schlussfolgerungen. Die ArGeMi-Erneuerungsumfrage kann dazu beitragen, diesen Punkt zu klären.
